Article 29 is the abrogation clause of the Decree-Law. It provides that any provision contrary to or inconsistent with the provisions of the Decree-Law shall be abrogated. The clause is general in its terms: it is not confined to a named instrument but reaches every provision, wherever it appears, that conflicts with the excise regime established by the Decree-Law. Its effect is to give the Decree-Law precedence over earlier or competing rules to the extent of the inconsistency, so that the excise provisions on scope, registration, calculation, payment and penalties apply without contradiction from other texts.
